its looks the the "diseased" animation. If you stand in an area that is like poison water is, you will get this condition. This pic looks like its in town though so I have no idea but it looks just like the ramble I wrote above...

it was in town, yes. and it could not have been a halloween item as all of them have temporary duration, and this thing went on for at least 30 minutes.
